This is a snow day?

If someone could please explain to me why schools are closed today, I'd really appreciate it. I continue to be baffled by the school delay/closure guidelines here in Virginia. Are there any? There's a dusting of snow (no ice) and the forecast is for up to another 1/2 inch. Doubt we'll get it. Thoughts?
